Julio Busquets opina que la UMD fue el puente entre el Ejército y la sociedad

\"En la Unión Militar Democrática (UMD), la sociedad y los líderes políticos encontraron un sector del Ejército que sintonizaba con ellos; no fuimos protagonistas de nada, sino que apoyamos el proceso de modernización de las Fuerzas Armadas\", afirma Julio Busquets, militar, diputado del PSOE y fundador en 1974 de la UMD (una organización de militares disidentes impulsora de la apertura), que acaba de publicar sus memorias.

\r\n

El saldo de aquel viaje renovador y demócrata que emprendieron alrededor de 250 militares de carrera (\"cuando se trata de arriesgar mucho, son pocos\", dice Busquets) en un Ejército dominado por el franquismo fue: que 9 de ellos perdieron la carrera; 15 fueron procesados; 18 pasaron por las prisiones militares; más de 20 perdieron el destino, y otros muchos fueron marginados y perseguidos, incluso cuando la democracia estaba instaurada en España.En Militares y demócratas. Memorias de un fundador de la UMD y diputado socialista (Plaza Janés), el militar y político Julio Busquets (Barcelona, 1932), hoy dedicado a la docencia, analiza la gestación de aquel grupo que se creó en 1974 y murió en 1978, con el paréntesis de la detención de nueve dirigentes (\"la gran caída\" la llama Busquets), hasta su adiós en 1993 al Congreso, donde fue diputado. Busquets ha tardado 25 años en contar su historia porque considera que \"si lo hubiera hecho en 1977 podría haber reabierto alguna herida\".

\r\n

Defiende que tanto el Gobierno de Suárez como los sucesivos Gobiernos socialistas y el actual \"han hecho lo que han podido\" para modernizar un Ejército remiso a entrar en la democracia. \"Si tú a un colectivo, durante años, le estás diciendo que un sector determinado tiene cuernos y rabo, resulta difícil que de la noche a la mañana lo asuma y los acepte después como dirigentes suyos\". Acerca de por qué el PSOE mantuvo en algunos mandos clave a militares provenientes del franquismo, afirma: \"Cuando se trata de política militar, el dilema no es progresismo o no, sino si eran demócratas o no. Y en ese proceso de modernización no veo una diferencia sustancial entre un Gobierno socialista y el resto\".

\r\n

Busquets no cree que el Ejército en España haya tenido más tentaciones involucionistas que el resto de los ejércitos: \"Los pronunciamientos militares del siglo XIX eran progresistas. Y en España la involución acaba en el intento abortado de octubre del 82\", subraya, tras indicar que el Ejército, en los años setenta no era monolítico. Recuerda la diferencia entre los demócratas Luis Díez Alegría, Gutiérrez Mellado, Sabino Fernández Campo y Luis Pinilla, frente a los llamados generales azules, como Iniesta o García Rebull.

De igual modo, opina que el factor humano influyó en el proceso de la transición, una de las grandes aportaciones de España a la historia contemporánea, según Busquets: \"La transición fue el resultado de la confluencia de una serie de aperturistas dentro del franquismo y de demócratas, como el Rey, Suárez, Rodríguez Sahagún, Carrillo, Felipe González... Y obviamente, si en lugar de Gutiérrez Mellado hubiera sido Milans del Bosch, para qué contarlo\". Y reconoce que el golpe de Estado del 23-F pilló al Gobierno y a la oposición con el pie cambiado. \"La oposición, con la mierda de datos que tenía no podía saber nada; tampoco lo supo el Cesid, y quien lo tenía que haber valorado es el Gobierno\".

\r\n

Militares y demócratas se estructura en tres partes: la primera, desde 1950 hasta 1974; la segunda, desde 1974 hasta 1977, \"los años de la UMD\", y acaba en 1993. Respecto al servicio militar, el autor cree que \"tiene que abolirse, y el Ejército debe ser profesional\".
