En el trasfondo est&aacute; la guerra que estos pa&iacute;ses sostuvieron en la d&eacute;cada del &lsquo;90 por el enclave armenio de Nagorno Karavagh, conflicto que desde 1994 esta apenas detenido por un fr&aacute;gil cese de hostilidades.</p>\r\n<p>El tremendo crimen del relato sucedi&oacute; en Budapest, la capital de Hungr&iacute;a, cuando los dos oficiales realizaban un curso de ingl&eacute;s patrocinado por la Otan para los pa&iacute;ses de la ex URSS. Debido a lo inapelable del caso, la justicia de ese pa&iacute;s conden&oacute; r&aacute;pidamente a Safarov a cadena perpetua. Pero el 31 de agosto pasado, el gobierno h&uacute;ngaro&nbsp;<strong>accedi&oacute; al pedido de extradici&oacute;n formulado por Azerbaij&aacute;n</strong>&nbsp;con el compromiso de que el asesino contin&uacute;e su condena all&iacute;. No fue as&iacute;. En cuanto el prisionero lleg&oacute; a Bak&uacute; el presidente azer&iacute; Ilham Alyev lo liber&oacute; en un acto en el cual lo declar&oacute; h&eacute;roe nacional y su ministerio de Defensa lo ascendi&oacute; a mayor, le regal&oacute; un departamento y le pag&oacute; todos los sueldos ca&iacute;dos durante los ocho a&ntilde;os que permaneci&oacute; en la prisi&oacute;n h&uacute;ngara. Debe haber&nbsp;<strong>pocos mensajes tan concluyentes de impunidad y est&iacute;mulo para quien cometa un crimen de odio.</strong></p>\r\n<p>El esc&aacute;ndalo y perturbaci&oacute;n que produjo este episodio fue tal que dispar&oacute; una cadena de repudio alrededor del mundo; desde la Casa Blanca hasta Mosc&uacute; y toda Europa. Hungr&iacute;a busc&oacute; distanciarse sosteniendo que hab&iacute;a accedido a la extradici&oacute;n por el compromiso de la contraparte azer&iacute; de que Safarov seguir&iacute;a encarcelado. Pero todo qued&oacute; en&nbsp;<strong>una telara&ntilde;a muy confusa</strong>&nbsp;, especialmente despu&eacute;s que trascendi&oacute; que poco antes de estos sucesos, el pol&eacute;mico r&eacute;gimen ultranacionalista de V&iacute;ctor Orban en Hungr&iacute;a hab&iacute;a iniciado negociaciones con Azerbaij&aacute;n para obtener un pr&eacute;stamo de entre 2 y 3 mil millones de euros de esa rica naci&oacute;n petrolera.</p>\r\n<p>Algunos analistas citados por&nbsp;<strong>The New York Times</strong>&nbsp;desde Mosc&uacute; consideraron que Alyev, heredero de la dinast&iacute;a gubernamental que inici&oacute; su padre y que proclama constantemente su odio hacia los armenios,&nbsp;<strong>tom&oacute; esta decisi&oacute;n para mejorar su imagen</strong>&nbsp;con vistas a las elecciones del a&ntilde;o que viene. De ser as&iacute;, parece una movida exagerada y quiz&aacute; innecesaria teniendo en cuenta el control total que ejerce sobre la pol&iacute;tica del pa&iacute;s.</p>\r\n<p>Lo cierto es que este hecho provoc&oacute; una escalada de la tensi&oacute;n binacional y el temor de que se desencadene una guerra de derivaciones imprevisibles en el C&aacute;ucaso Sur. El presidente armenio Serzh Sarkisian orden&oacute; hace pocos d&iacute;as&nbsp;<strong>el alerta m&aacute;ximo de sus fuerzas armadas</strong>&nbsp;y advirti&oacute; a Bak&uacute; que esta dispuesto a ir a la guerra.</p>\r\n<p>Alyev puede haber actuado irresponsablemente, pero a&uacute;n con esa cuota de inconsciencia resulta dif&iacute;cil desprender este episodio y su car&aacute;cter provocador, del actual marco global. Una conflagraci&oacute;n en el C&aacute;ucaso puede producir en las actuales circunstancias mundiales, y por las alianzas internacionales de cada uno de esos bandos,&nbsp;<strong>un cataclismo con consecuencias mucho m&aacute;s all&aacute; de esos pa&iacute;ses</strong>&nbsp;casi en el haz del atentado en Sarajevo a comienzos del siglo pasado.</p>\r\n<p>Conviene observar en detalle lo estrecho de la cornisa por la que actualmente esta rodando el planeta y el nivel de riesgo de estos juegos. La actual crisis global, principal fuente de inestabilidad social y pol&iacute;tica mundial, tiene una perspectiva mucho m&aacute;s grave que lo que se preve&iacute;a hace apenas unos meses. El indicador de actividad industrial en China esta hoy en su peor nivel desde marzo de 2009. A su vez el registro de confianza de los gerentes (responsables de la compras de insumos) de Alemania registra, seg&uacute;n Eurostat, una ca&iacute;da sin precedentes en tres a&ntilde;os. Como acaba de se&ntilde;alar&nbsp;<strong>The Wall Street Journal</strong>&nbsp;, si Alemania se traba, la eurozona perder&aacute; su &uacute;nica locomotora y ello tendr&aacute; un efecto m&aacute;s all&aacute; del continente golpeando a EE.UU.</p>\r\n<p>Tambi&eacute;n en Asia, Jap&oacute;n, que mostr&oacute; cierta recuperaci&oacute;n, volvi&oacute; a perder pie y se descuenta que se encoger&aacute; otra vez en lo que queda del a&ntilde;o. En el norte de &Aacute;frica y todo el Oriente Medio este panorama se mide por el encarecimiento de los alimentos y el aumento de la pobreza, que fomentan&nbsp;<strong>el crecimiento de las tendencias integristas ultrarreligiosas</strong>&nbsp;. Es un tablero de ajedrez con las pocas piezas llegando al jaque mate. Sucede no casualmente en un mundo donde&nbsp;<strong>China le acaba de imponer un sonoro l&iacute;mite a EE.UU.</strong></p>\r\n<p>para que no intervenga en el mar de la China, que Washington considera parte de su espacio estrat&eacute;gico, y Beijing su &ldquo;mare nostrum&rdquo;. O en el que Rusia, anfitri&oacute;n desde este s&aacute;bado en la emblem&aacute;tica Vladivostok de la influyente cumbre econ&oacute;mica del Asia Pac&iacute;fico (Apec),&nbsp;<strong>se ha apropiado literalmente de la crisis en Siria, y del futuro de ese pa&iacute;s y del vecindario</strong>&nbsp;. Todo ello a despecho de las presiones de Europa, EE.UU. o de potencias regionales como Turqu&iacute;a, vale recordar el principal aliado de Azerbaiy&aacute;n y que tambi&eacute;n acaba de enarbolar imprevistamente en medio de las actuales contingencias la &ldquo;cuesti&oacute;n&rdquo; de Nagorno.</p>\r\n<p>La irrupci&oacute;n de un mundo multipolar, aun con sus desordenes, podr&iacute;a ser una buena noticia pero no es una consecuencia buscada,&nbsp;<strong>sino el efecto del aplanamiento de los liderazgos</strong>&nbsp;que tanto explica como motiva la ausencia de una salida a la crisis. Esto ya sucedi&oacute; en el pasado&nbsp;<strong>y la v&aacute;lvula para &ldquo;ordenar&rdquo; la anarqu&iacute;a fue un torrente de sangre</strong>&nbsp;que convirti&oacute; al siglo veinte en uno de los m&aacute;s violentos de la historia moderna. Episodios como los de Azerbaij&aacute;n son luces rojas en un camino de oscuridad.
