A lo largo de la década de los setenta España comenzó a recibir numerosas inversiones extranjeras, responsables de la creación de miles de empleos. Entonces, a nadie pareció molestarle el fenómeno de la globalización. Pero ahora, cuando estas mismas multinacionales deciden deslocalizar su producción a mercados emergentes como China, donde la mano de obra es hasta 10 veces más barata, resulta mucho más complicado adaptarse a la nueva situación.

\r\n

Lo cierto es que en los últimos 12 meses el éxodo de empresas como Braun, DuPont, Lear o Mercedes Benz ha provocado cerca de 7.000 despidos. Y se prevé que esta oleada de deslocalizaciones vaya a más. Para reflexionar acerca de qué estrategias de supervivencia deben seguir las empresas manufactureras de países desarrollados, la asociación para el progreso de la dirección (APD) y la firma de servicios internacionales Deloitte organizaron hace unos días una jornada que reunió a destacados actores económicos y políticos en el Círculo Ecuestre de Barcelona. Uno de sus principales ponentes fue el estadounidense Gary Coleman, de 39 años, responsable mundial del sector de la fabricación de Deloitte.

Pregunta. ¿Se puede hacer algo para frenar la oleada de deslocalizaciones?

\r\n

Respuesta. La verdad es que no se puede luchar contra lo inevitable, pero sí se puede ver este fenómeno adverso como una oportunidad. En vez de introducir más medidas de protección y regulación del empleo, lo que las administraciones deben hacer es crear un entorno positivo y transparente que atraiga la inversión extranjera. La deslocalización nunca es una buena noticia, pero mucho peor es la desaparición del tejido empresarial. Hay que comprender y aceptar que la globalización siempre gana porque tiene sentido. Según la revista Forbes, de entre las 2.000 empresas más grandes del mundo, un tercio de las que cuentan con fábricas ya produce en países emergentes...

P. ¿Qué les diría a las empresas de producción de bajo coste que fabrican en España?

\r\n

R. Los manufactureros españoles tienen que saber que la producción de bajo coste es muy difícil que siga siendo competitiva en países desarrollados. La producción barata ya es patrimonio de países emergentes como China, India, Brasil, México, Rusia, Eslovaquia o Hungría. Por eso es necesario que estos empresarios rediseñen sus estrategias de producción.

\r\n

P. ¿Y qué pueden hacer exactamente?

\r\n

R. Pueden aprovechar las nuevas reglas de juego y deslocalizar sus plantas en estos países. Así se volverían mucho más competitivos en el marco global y tendrían la oportunidad de incrementar sus ingresos, vendiendo una parte de los bienes producidos en el mercado local... Solamente entre China e India ya se cuentan más de 500 millones de ciudadanos de clase media, que empiezan a comprar todo tipo de bienes que antes no existían. Sin embargo, casi el 70% de la inversión extranjera española está situada en Europa.

\r\n

P. ¿Hasta qué punto vale la pena instalar la producción en China?

\r\n

R. Todo depende del mercado donde posteriormente sean vendidos la mayor parte de los bienes producidos. En el caso de vender en España, Francia, Italia, Alemania o el Reino Unido, lo mejor es fabricar en Hungría, Eslovaquia o Rusia, puesto que así se recortan muchísimo los costes de distribución. Si el principal mercado es Estados Unidos, sale mucho más a cuenta fabricar en México. Además, las cosas en China están cambiando muy deprisa. Su mano de obra poco a poco se está encareciendo.

\r\n

P. ¿A qué se tienen que dedicar las plantas de producción en España?

\r\n

R. Tienen que especializarse en sectores de alto valor añadido, como la industria aeroespacial y de defensa, los sectores farmacéutico y sanitario, así como el relacionado con los componentes de alta tecnología. En este sentido, la innovación debe incorporarse en todos los procesos de producción. Este tipo de productos representa el 14% de los lanzamientos totales en España, pero representan el 40% de la facturación y el 60% de los beneficios.
