Estas normas han pasado atransformarse, en un elemento constitutivo de la comunidad de estados liberales, dando forma a un denominado \"régimen globalde derechos humanos\" (Donnelly,1986, 1989, 2003, Forsythe, 2000). El modelo boomerang-espiral de derechos humanos (Keck ySikkink, 1998/Risse, Ropp y Sikkink, 1999) ha entregado un marco conceptual, dentro de la disciplina de las RelacionesInternacionales, para entender cómo estos regímenes de derechos humanos han sido internalizados dentro de las practicasdomésticas y ha atribuido a los actores no estatales, principalmente a las organizaciones no gubernamentales(ONGs) un papelclave para poner en marcha la activación de normas internacionales de derechos humanos en el ámbito interno de los estados.Son estos actores, desprovistos de recursos materiales importantes y escudados por contactos transnacionales, quienes puedenpersuadir y presionar a los estados a cumplir con su palabra. No obstante, si bien este modelo y otros análisis surgidos a partir deeste constructo han concentrado sus esfuerzos en entender el papel de estos actores en estados autoritarios y dictaduras, existenescasos estudios dentro de la disciplina que permitan entender sus actividades en estados democráticos. Esta tesis doctoral buscallenar este vacío examinando el papel de las ONGs en la implementación del régimen de gobernanza global contra la tortura en elestado chileno bajo tres gobiernos democráticos(1990-2006). Chile representa un caso paradigmático en el desarrollo deactividades de derechos humanos. El golpe militar de 1973 gatilló una de las campañas transnacionales más grandes contra larepresión de estado y la violación a los derechos humanos.
